Since our founding in 2011, government consulting has been at the core of AR+D's work. Both of our founding partners are formally trained political scientists — and that foundation shapes everything from how we approach policy analysis to how we understand the institutional constraints government agencies operate within.

Over 14 years, we've developed a body of work across California state and municipal agencies that reflects what's possible when rigorous research meets deep institutional knowledge.

What makes government consulting different

Working with government agencies requires a specific combination of skills that most consulting firms don't integrate: policy expertise, research rigor, community engagement experience, and operational knowledge of how public-sector organizations actually function.

Policy decisions that look clean on paper encounter real-world friction at the implementation stage. Stakeholder dynamics that seem manageable in a planning room become complex in practice. Community needs that appear straightforward in aggregate data look very different in qualitative research.

Our work is designed to bridge these gaps — to help agencies move from legislative intent to operational reality with strategies that hold up under real-world conditions.

Our approach to government partnerships

We believe the best government consulting is less about expert advice and more about research partnership. Our job is to help agencies understand their environment, their stakeholders, and their options — then work alongside them to design and implement strategies that actually work.

This means we invest heavily in listening at the beginning of every engagement. We conduct stakeholder interviews, review policy landscapes, analyze data, and spend time understanding the specific institutional context before we offer any recommendations.

It also means we stay through implementation. Strategy without execution support is just advice. We're committed to being present through the hard work of turning research insights into operational programs.
